Tokyo public pools and tattoos, pool by pool

The official tattoo rule at 21 public pools in Tokyo. All let you swim with tattoos if you cover them, usually with a rash guard.

Short answer: yes, if you cover up. We read the official rules of 21 public pools across 11 of Tokyo’s wards on 1 and 5 October 2026. Not one refuses tattooed swimmers outright, and not one lets you swim with tattoos on show. The rule everywhere is the same idea: keep them out of other people’s sight, usually with a rash guard.

What each pool says

Each pool’s page links the official source, quotes the rule in Japanese and shows the date we checked it.

What this means in practice

  • Pack a rash guard. It’s the one thing every pool on this list accepts, and it’s cheap. For legs, swim leggings or a supporter.
  • Tape works at some pools, not all. Setagaya, Taito and Takashimadaira mention taping. Elsewhere, assume fabric.
  • Swimwear alone isn’t cover. If any of the tattoo would show, cover it.
  • Ask at the counter the first time. Staff have the final say, and some pools add rules for particular sessions or classes.

How we checked

We read each pool’s official page or rules PDF, run by the ward or its operator, on 1 or 5 October 2026, and quoted the tattoo rule word for word on its listing. We’ll re-check them each year, and straight away if someone tells us a rule has changed. If that’s you, email hello@sumiyu.com.

Rules for gyms are different, and depend on the chain. See Gyms and pools in Japan with tattoos.

快速解答

Can I swim in a Tokyo public pool with tattoos?
At all 21 public pools we checked, yes, as long as your tattoos are covered. A rash guard is the usual answer; some pools also accept a supporter, long-sleeved top or tape.
Do I need to bring my own rash guard?
Bring one. Only Taito Riverside Sports Center says it lends rash guards, and it has a limited number.
Do tattoo stickers count?
At Higashin Arena in Sumida, yes. Its rule covers tattoos "including stickers", so cover those too.
What if my tattoo can't be covered?
Minato Sports Center says people who can't hide their tattoos can't use the pool, and the others expect you to keep them out of sight. If a rash guard and leggings won't cover it, a pool isn't the place; look at baths that welcome tattoos instead.
